This study aims to formulate slow tourism as a strategic approach for sustainable tourism development in the region. A descriptive qualitative method was employed through literature review, field observation, and in-depth interviews with key stakeholders. The findings reveal that slow tourism enhances the quality of travel experiences by promoting relaxed travel, direct interaction with local communities, and appreciation of cultural and environmental values. Proposed strategies include active community involvement in destination management, development of experience-based tourism products, promotion rooted in local wisdom, and provision of eco-friendly infrastructure. This concept aligns with the geographical and social characteristics of the Lingga Cluster, which consists of a network of small islands with unique natural and cultural features. The implementation of slow tourism is expected to not only foster local economic growth but also strengthen environmental conservation and cultural heritage preservation. This study aims to analyze human resource management strategies in the Riau Islands from educational and economic aspects in supporting sustainable development. Using a literature review method with qualitative descriptive analysis, this research examines various secondary sources including scientific journals, government reports, and official publications for the 2021-2025 period. Gap analysis shows the limited integration between the education system and the needs of the maritime industry and people's economy. The novelty of the research lies in identifying an integrated HRM management model that combines maritime vocational education approaches with digital economic development. The results show that effective HRM strategies require synergy between improving education quality, developing digital competencies, and optimizing maritime economic potential. Important findings indicate the need for educational curriculum transformation responsive to Industry 4.0 needs, strengthening institutional capacity of education, and developing a creative economy ecosystem based on local wisdom. The method used in this writing is to use literature study techniques, namely collecting several sources such as books, magazines, journals, and news. The results found in this study are that BPPD of Riau Islands Province plays a role in coordinating and supervising development and utilization in border areas. There are several regencies/cities that are the priority of BPPD of Riau Islands Province, namely Bintan Regency, Batam City, Karimun Regency, Anambas Islands Regency, and Natuna Regency. This study uses a quantitative experimental design on students from SMK Negeri 3 Tanjungpinang. The research results indicate that classical learning has an insignificant negative impact on students' cognitive assessment. Student motivation shows a significant impact, both directly and through interaction with cognitive assessment, substantially improving learning outcomes. An R Square value of 97.9% indicates that the variation in cognitive assessment is predominantly explained by the motivation variable and its interactions. These findings underscore the importance of designing learning experiences that consider motivational factors to enhance student engagement and performance. However, up to this point, the Riau Islands Province still faces issues of Disparity in Development Among Regions. In the Regional Development Plan Document, uneven infrastructure, suboptimal human resource competitiveness, and weak coordination among stakeholders are considered to be the causes of the issues that occur. Using the USG method or Urgency, Seriousness, and Growth, uneven infrastructure received a score of 56 and was determined to be the main problem. Furthermore, strengthening infrastructure and regional connectivity, economic diversification, and empowerment of micro, small, and medium enterprises (MSMEs), as well as improving social services and human resources were selected as policy alternatives that can be taken by policymakers. Then, using the Analytical Hierarchy Process (AHP) method, Strengthening Infrastructure and Regional Connectivity received a score of 0.93 and was chosen as a policy recommendation that should be implemented immediately by decision-makers.</em></p> 2025-10-21T00:00:00+00:00 Copyright (c) 2025 Akbar
